My equipment:
Canon 50D, 50mm f/1.8
Photoshop CS5

My recipe:
I wish I could tell you in detail!
I upped the exposure a tad, added some contrast and sharpening using DPP.
Then I brought it into PSCS5 where I decreased the red in their skin, smoothed her skin, and popped her eyes.
I added a vignette and that's it! :)
